The 12 Phases of Cell 6

Information provided by: Ed Hubbard, Chief Deputy Commissioner of Department of Waste Management.

 

At the present time there is not a definite plan for any of the buildings earmarked for relocation. These buildings include:

 

Ø  Wall area (CD Processing area) which is located inside of Cell 6 Phase VIII

Ø  The maintenance garage which is located inside of Cell 6 Phase X

Ø  The lunchroom/offices which are located inside of Cell 6 Phase XI

Ø  The landfill director’s office which will be located too close to the perimeter of Cell 6 Phase XII (will be combined with the lunchroom and other offices).

Ø  Older leachate storage tanks will be decommissioned. Newer tanks have already been built and are located just north of Cell 6 Phase V.

New Fueling Station

 

The new fueling station is replacing the existing one located just south of the maintenance garage. This location makes it accessible for vehicles and equipment that utilizes this facility.

 

The new dual product/compartment underground storage tank (10,000 gal gas /6,000 diesel) is located 1,300 linear feet from the DEC flagged wetlands of Beaver dam Creek and 6,178 linear feet from any standing water of Beaver dam Creek.  5,808 linear feet from Yaphank Creek and 4,383 linear feet from Little Neck Run.  A new groundwater well has been installed, down gradient of the tanks and will be monitored as part of the semi-annual Unified Groundwater Monitoring Program. 

 

The tanks have permits from:

 

Ø     TOB-Department of PELM - Tree clearing permit & SEQRA Determination.

 

Ø     TOB Fire Suppression system installation (fixed system) Permit 11FP0435, it was permitted by Fire Guard and issued on 3/1/2011 by the Town.

 

Ø     TOB Permit to Construct Fuel storage facility – Permit 11FP0433 issued on 3/1/2011 was for the installation of the underground storage tank and fuel dispensers

 

Ø     TOB building Temporary Permit No. 1548 issued by Building Department.  Resubmitted application on 4/ 12/2011.

 

Ø     SCDHS Permit to Construct hazardous storage facility issued on 1/8/2010 (renewed on 4/5/2011. 2 inspections already with no issues – SCDHS Ref #:00625, SCDHS Reg #: 2-0392 SCDHS Plan#: HM09-129R3.

 

Ø     SCDHS Plan # from renewal – HM09-129X1) which expires on 1/8/2012.The dual compartment tank is double wall fiberglass with a blue colored “brine” solution between the tanks with a monitoring sensor to detect a drop in level.

Future Plans

 

While there are no plans for new technologies at the landfill complex, however, there are efforts to upgrade and improve the infrastructure and operations.  Specifically, the Department of Waste Management has increased efforts to minimize point sources of odor at the landfill by:

 

Ø     Building the new leachate tanks years ahead of the decommissioning of the older tanks.  This reduces odor from the older tanks that built up sediments at the bottom of the tank. The new tanks have an aeration system which will prevent sediment build up and is a state of the art dual contained tank system. In addition, the tank loading area for trucks has a better delivery system which prevents odor from escaping when trucks are being loaded.

 

Ø     Two years ago a much more aggressive clean-out schedule for leachate conveyance lines was instituted. This included adding 3 new clean out chambers, replacing over a thousand feet of pipe, installation over a thousand feet of new leachate lines, replacement of internal components from an older leachate chamber that was a source of odor.

 

Ø     Installation of a new and more efficient back up flare for the gas collection system.

 

Ø     A survey of all gas collection headers and replacement of any components which showed signs of age.

 

Ø     Additional landfill gas collection lines installed within the waste mass.

 

Ø     A more aggressive capping schedule for cells which have reached their capacity.
